Looking at all the previous amendments, it is trying to point at individuals who will be responsible for the issue of culture at the county level and here we are saying the national Government, where we have the CS. So, that is one level. The second level we have is the county Government. As opposed to saying Council of Governors, I believe it is the county government that should be the point of consultation.
