(1) The Cabinet Secretary shall by regulations prescribe standards for testing, design, construction and maintenance of national trunk roads by the roads authorities and county roads by county Governments. (2) The Cabinet Secretary shall publish in the Kenya Gazette the public roads standards formulated under this section. (3) Each Authority and county Government shall comply with the public roads standards prescribed by the Cabinet Secretary under this Act. This Part establishes the Advisory Board to advise the CS on regulations concerning roads standards. It also provides for the membership and functions of the Board."
