(2) The schedule of charges published under subsection (1) shall come into operation on a date specified on the Gazette, which shall be at least thirty days after publication. (3) If any amount due and payable under this section is not paid by any party after demand by the Authority, and remains unpaid beyond the time specified for payment, the Authority may seize the vehicle or other property of the debtor after giving reasonable notice of such seizure, and may detain such vehicle or property until payment is made."
