    "content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 11— Establishment of the 11A. (1) There is established the Kenya National Kenya National Urban Roads Authority. Urban Roads Authority. (2) The Authority established under subsection (1) shall be a body corporate with perpetual succession and a common seal and shall in its corporate name be capable of— (a) suing and being sued; (b) taking, purchasing or otherwise acquiring, holding, charging and disposing of movable and immovable property; (c) borrowing and lending money; and (d) doing or performing all such other things or acts as may be necessary in furtherance of its purpose and functions. (3) The headquarters of the Authority shall be in the Capital city, and the Authority may establish such administrative offices in each county, as may be necessary for the furtherance of its functions under this Act."
