    "content": "I would like to commend the Committee under the able Chairmanship of Hon. Kamanda. Major road works in our urban areas are done by the Kenya Urban Roads Authority (KURA). When this Bill was being drafted, this Authority had been left out. The fact that they have brought in the Kenya National Urban Roads Authority into this Bill is an example of a Committee that looks into the actual needs of the people and takes care of them. I support."
