    "content": "I want to thank the Committee for bringing this Authority back. It was a concern for us in the urban areas because these roads are important for the growth of our economy. It is also a good amendment because the Kenya National Urban Roads Authority can now borrow money as an institution to fund some roads in the urban areas that are vital because sometimes the Budget is not enough."
