    "content": "Hon. Temporary Deputy Chairlady, there is merit in designating a secretary to the Board. In the principal Act, which we are amending, there was no secretary. While discussing here, we thought that we should designate the Director-General as the secretary to the Board. I do not think there is anything that limits the Director-General from becoming the secretary. In any case, because there are three bodies, I propose the Director-General to become the secretary to the Board. Let him have the proper draft from the Clerk."
