Temporary Deputy Chairlady, I beg to move:- THAT, Clause 11C(f) be amended as follows:- (f) Five persons to be recruited competitively, and candidates shall possess the following qualifications:- Must possess a university degree from a recognised university. (i) Meets the requirements of Chapter 6 of the Constitution. (ii) be deleted. The reason is that Article 232(1) of the Constitution is very clear. It is on values and principles of public service. “(g) Subject to paragraphs (h) and (i), fair competition and merit as the basis of appointments and promotions.”"
