    "content": "Thank you, Hon. Deputy Speaker. I rise to support this Bill. It clearly states the different classes of public roads and puts to rest the confusion between county and national governments. It also defines the responsibilities and functions of different roads authorities. As a member of this Committee, the most difficult part was to find the balance between the financial provisions of the two levels of government. Now the Bill has gone through. I support it. Thank you."
