    "content": "Hon. Deputy Speaker, I beg to move that the Finance Bill (National Assembly Bill No. 20 of 2016) be now read a Second Time. I wish to start by thanking Members for their support to the budgetary process as well as various policies that have been proposed by the Government for the achievement of the resilient economic growth and development of our economy. As a result of the various policies which Members have supported, our economy grew by 5.6 per cent in 2015, up from 5.3 per cent in 2014, and is expected to grow at 6 per cent this Financial Year. The Finance Bill, as Members may know, is one of the annual Bills, which is usually introduced in the National Assembly pursuant to Section 40 of the Public Finance Management (PFM) Act, 2012. Its main objective is to set out the revenue-raising measures by the national Government together with a policy document expounding on those measures.
