"content": "What the Committee has done is to give highlights of the proposed amendments as contained in the Bill. I am a Member of the Committee and the Committee will subject the Bill to public participation and meet a number of stakeholders. You have heard our Chairman inviting Members who had proposed amendments to make sure that they submit them to the Committee, so that as we go for the retreat over the weekend, we can interrogate and deliberate on them and bring to this House a substantive Report. I want to mention a few highlights that are contained in Clause 2 through to Clause 16, which contain amendments to the Income Tax Act. One of them has already been mentioned. This is on the residential rental Income Tax. This Bill proposes to reduce the rate from 12 per cent to 10 per cent. It also proposes to introduce a taxable minimum threshold of Kshs144,000 per annum, which translates to a minimum of Kshs12,000 per month which is a good thing. It is not a new tax. It has been there. Residential house owners have been paying the tax, but at a higher rate. So, this Bill is proposing to reduce it to 10 percent and that is a good thing."
