So, the Report we have tabled in the House is as a result of this negotiation. Hon. Deputy Speaker, as you well know, when you go to a negotiation you do not go with a fixed position. So, there has been a lot of give and take on both sides so as to come up with this compromised document ensuring that we do not lose the mandate of the Committee as it had been spelt out in the Motion that set up the Committee. One of the difficulties that we faced was the issue of amending the Constitution. Some of the recommendations given by various stakeholders hinged on amending the Constitution especially the Judiciary which has expressed its unhappiness with the Report the Committee has brought. However, what the Judiciary and several other stakeholders wanted would have involved amendment of the Constitution which we could not do. We did not have the time."
