However, it appears the trend within the Nairobi City Council is that when it cannot pay its debts, it opts for other suppliers. In this particular case, it owes LapTrust a lot of money. Rather than pay LapTrust Kshs8.2 billion, it wants to start another scheme. We know very well that it is also supplied with materials and it is not able to pay, it sources the same materials from other sources. What are you doing as a Ministry to ensure that the Nairobi City Council pays its obligations, whether to the pension scheme or other suppliers?"
