    "content": "Mr. Speaker, Sir, we have missed you. Welcome! I am not sure whether the Minister is aware that railway materials are all over the country in Jua Kali sheds. Last week, the Kenya Railways Police officers were collecting railway materials from the Jua Kali artisans in Thika, arresting them and charging them with theft of railway materials, yet this is happening all over the country. It is the inability of the Ministry to safeguard the railway materials that results in the materials getting to the mwananchi and the Jua Kali artisans. What will the Ministry do to make sure that JuaKali artisans are not harassed because of the inability and the inefficiency of his Ministry?"
