    "content": "I support the need to have clear requirements for appointment of vice-chancellors and top level university staff. We cannot have quotas; we can only improve facilities in certain areas. But we cannot give people jobs if they are not properly qualified because some areas are deemed to be marginalized. This can be addressed in other areas. We cannot have marginalized professionals."
