This is the reason the National Assembly rejected the Senate recommendations. The House found that there was likely to be a conflict of interest. After the mediation team met, the Committee agreed to drop the amendments to sub-clause 2. The justification for that is the advisory committee which this section relates to is an inter-ministerial committee and the KEPSA membership in the committee would create conflict of interest. Therefore, on this, the earlier recommendations by the National Assembly were accepted. Hon. Deputy Speaker, Clause 17 of the Bill was to be amended by deleting paragraph (e) and substituting therefor a new paragraph. This was deterring the appointment of directors to the Upstream Petroleum Regulatory Authority (UPRA)."
