This Bill has gone through the Second Reading in the National Assembly and it has been lost. The direction I would like to get from the Chair is that having been lost in the other House in the Second reading, even if we go ahead and vote and it was to pass, of what consequence is it? This is because for a constitutional amendment to be seen to have passed through the Second Reading, it should get the concurrence of both Houses. I would like you to clarify and I will be most grateful."
