    "content": "Thank you, Mr. Deputy Speaker, Sir. I rise to support this Report and to congratulate the team that worked on it. It is quite a detailed one. Within the five minutes, it is important to echo what many of my colleagues have said. In Kenya, we are not short of laws and good laws for that matter. It is the implementation that continues to drag us back and put us in positions that we have found ourselves in as a country and we are not proud of it.
