    "content": " On a point of order, Mr. Deputy Speaker.We are getting concerned. This is a Special Sitting where everything must be meticulously done in accordance with the Order Paper. If it is listed that a Notice of Motion will be given and Papers will be laid on the Table of the House yet the distinguished Senator for Baringo County is saying that the Papers are held up at the Speaker’s office, this raises concern. A Special Sitting is not an ordinary sitting where we can juggle and adjust the programme as we wish. It is very strict. Why are the documents not here? If we are not ready to receive this mediation report and the notice of Motion, why did we list it in the first place? This special sitting was gazetted. Having been gazetted, it obligated the office of the Speaker and the Clerk to make sure everything is properly done."
