    "content": "afforestation which is implemented and which can be measured. All these issues that we lament and talk about in theory will not help this nation. The retired President Kibaki introduced a policy called a “working nation.” This nation must work to achieve afforestation. If we do not do so, the wrath of climate change will be with us year in, year out. It will affect agricultural production, the weather and all kinds of development initiatives that we take part in. It is not something we should treat simply. I would like the relevant Committee to come up with a policy where counties are given targets, the national Government gives an initiative to counties to plant forests by having a conditional grant every year given to counties, based on what they have achieved in terms of environmental control, afforestation and water development.
