"content": "Thank you, Hon. Deputy Speaker. Let me finalise. I was talking about the issue of waiting cards. In this Report, it is recommended that it cannot be used as a document for registering as a voter. When you apply for an identity card and then you get a waiting card, it is not a guarantee that you will be issued with an ID. There will be security details to be checked and your application may be declined. This is very important. I do not know whether this is going to be possible. The Committee has recommended that when you apply for an ID, it should be issued to you within 30 days. If it is the renewal or replacement of one lost, it should be done within 14 days. It is a very good idea although I do not know how practical it is. The machine that is required for biometric registration and processing of IDs is only in Nairobi unless you decentralise it to every district. I do not think that is possible economically. That recommendation may not be possible to implement. The issue of coming up with a standard questionnaire to simplify the guidelines for vetting of applicants for the ID is very much welcome to avoid rejecting people on flimsy grounds.
