    "content": "There are some contentious parts in this Report because electronic transmission of results from the polling stations to the tallying centres will be difficult. For instance, in my home area, it is difficult to make a phone call unless you climb to the top of a tree, a roof of a house or even a mountain. Unless we provide telecommunication surveillance services in all the polling stations, this system will fail.
