    "content": "The other aspect before us was the issue of how to reconstitute the Commission. It was very contentious between the parties. We agreed on it and you can see what is in the Report. Hon. Temporary Deputy Speaker, we abandoned the Fourth Thematic Area on legal policies and institutional frameworks to improve the electoral system and processes. We, therefore, came up with voter registration, voter education, nomination, registration of candidates and public media. All these were part of my mandate. I do not agree, therefore, that we had no mandate to discuss the issue of party nomination and registration."
