    "content": "Hon. Temporary Deputy Chairlady, I oppose the amendment for two reasons. We need your direction. First, that amendment falls within Article 114. The views of the Cabinet Secretary (CS) must have been sought first before bringing the amendment. Hon. Tonui is a Member of the Departmental Committee and he should know better. Secondly, what happens if we waive VAT on a school bus and then the school management decides to sell the same bus to Hon.
