    "content": "Thank you, Hon. Temporary Deputy Chairlady. I want to plead with Hon. Members. These goods are not excisable. That fact affects Clause 22(a)(10). We can accept that because it will not do any harm. We do not want to drop the whole of Clause 22. This is because Clause 22 talks about very many other goods, including items for the military, the police and so on. If we drop the whole Clause then it will affect everything. As a Committee we would like to deal with Clause 22(a)(10). If it has to be there, let it be there so that we do not lose the import of Clause 22."
