Clause 46 sought to ensure that before the Central Bank of Kenya (CBK) Governor makes any major decision, for example, when there is a bank failure, he has to consult the Cabinet Secretary (CS) for the National Treasury. The Committee proposed to delete that provision. It is important to share information on very critical matters of the economy so that you do not wake up one morning and hear that this bank has been closed. It is good because at the end of the day, the CS is the policy maker. Should anything go wrong, it is the Government, namely the President or the CS, who shall explain. After further consultations, I drop the amendment so that we allow for consultations. At the end of the day, the CBK Governor will still make the decision, but he has to inform the other players."
