Temporary Deputy Chairlady, I wanted to seek a further clarification because it did sound to me that what we are dealing with, as the Chairman was saying, that because it is difficult to get these identification documents, tax cannot be withheld. This gives me the impression that it is possible to get away with it. It is not clear whether we have another provision in the Bill that ensures that the tax that was not withheld is taxed elsewhere. I need that clarification before I support it."
