    "content": "Hon. Temporary Deputy Chairlady, I oppose that amendment. We cannot do a major policy decision overnight. That provision was made to encourage investors. First of all, let us not look at it from a very minor perspective but from a major perspective. That provision was given so that we encourage brewers to go to our farmers who grow millet and sorghum so that they create market for their crops. The power was given six months ago and we cannot do it after another six months. In this country, we need consistency of policies. We cannot wake up one day and make such a policy decision. In fact, I request that this amendment be withdrawn first because it is a major policy decision we are about to make. Let us oppose this amendment. Surely, we cannot make such a rabid policy decision."
