    "content": "Mr. Speaker, Sir, this contract is skewed in favour of the bank. When you look at it, it is a contract for ten years and within those ten years, the council is supposed to buy a system whereby the smartcard is run by the bank while receiving 1.7 per cent of the Kshs1.5 billion. So, this is a system that is supposed to rip off the council. The issue of interest rates whereby the dollar rose from Kshs90 to Kshs120 is not taken care of. So, they are giving a fixed interest rate where any fluctuation becomes money for the bank. Could the Minister cancel this contract and allow a proper audit of the contract whereby an expert will look at the interest of the council so that we can have a proper contract?
