    "content": ". I have looked at the NTSA (Operation of Motorcycles) Regulations of 2015 and checked all the records of this House. I have ascertained that, indeed, there was a request for those regulations to be looked at by the relevant Committee on Delegated Legislation. It is true that the Committee considered those regulations, but I have not seen any record showing that they were brought to the Floor of this House, approved and debated as per Section 17 of the Statutory Instruments Act No.23 of 2013."
