    "content": "Hon. Temporary Deputy Speaker, if you read Clause 28, you will appreciate that, that is exactly what it means. Clause 29 seeks to amend Section 3 of the Independent Electoral and Boundaries Commission (IEBC) Act to correct some erroneous reference. Clause 30 seeks to amend Section 4 of the IEBC Act, 2011 to remove the investigative and prosecutorial powers previously granted to the Commission. The powers of investigation and prosecution that the IEBC used to enjoy are rightly being transferred to the Office of the Director of Public Prosecutions (DPP)."
