    "content": "Clause 5 gives 90 days for biometric verification of the register before elections. This is adequate time before elections. That addresses the issue of the election register. It also allows for the audit of the register by an independent firm for accuracy, six months before elections, and to report the findings to Parliament. There is also the issue of ghost voters or non-existent voters. This Bill is basing eligibility of voting on the biometric voter register and the production of identification documents by the voter. This is a good thing."
