    "content": "The problem has been nominations which are not free and fair and where the mechanisms and the time given are really not defined in law. While I support this law, I do not think that has been given sufficiently in this law. That is why in the Third Reading, we have a lot to do to make this law even much better. It is not clear whether IEBC will conduct nominations. That has not come out clearly and is not legislated. So, it leaves it neither here nor there. But it is for the parties to decide."
