    "content": "Hon. Speaker, this is basically a Bill that has been harmonised to bring together all the offences related to elections. In general and as earlier agreed to certain clauses of the draft, the formation of this bill as a standalone code for election offences gives the Director of Public Prosecutions (DPP) easy life. He does not need to pick different offences. They are in one statute. We did the same with taxation. Remember, this House harmonised taxation to one Act - VAT, Income Tax and Excise Duty under one tax regime."
