"content": "Hon. Ochieng, I will give you an extra minute. Hon. Members, let me make it absolutely clear. As Members, you have the role of legislating. In performing that role of legislation, you make legislative proposals. Any proposals which are before the House are amenable to amendments. You can amend the proposals as long as your amendments are not against the Constitution. That is allowed. It is the House which will decide what it wants to make of the proposed amendments. If any Member desires to propose amendments, let it be known that I will approve it. It is up to you to come and decide what to do with the amendments."
