    "content": "Mr. Temporary Deputy Speaker, Sir, thank you for giving me an opportunity to contribute to this very important Motion. I support the report as submitted by the Committee. These are competent Kenyans whom we must give an opportunity to function. Mr. Deputy Speaker, Sir, as I support all the nominees on this list, I want to appeal to this very important Commission to ensure that whatever they do, they must always reflect the spirit of the Constitution. The spirit of the Constitution demands that any particular constitutional commission established must reflect the needs of the country. We had a quarrel just yesterday about a Commission which was established under Agenda Four. If that Commission actually reflected the spirit of the Constitution, perhaps, we would not have quarreled yesterday. Therefore, the important thing is that when we establish these Commissions, their membership must understand that they are not going there to earn salaries, but are going to be there on behalf of the more than 40 million Kenyans. Therefore, as I support this Motion fully, let us ask the membership of the Commission to respect the spirit and text of the Constitution."
