    "content": "Mr. Deputy Speaker, Sir, I rise to support the amendment. It is, indeed, important that we reflect the spirit of the Constitution. The Constitution talks about regional representation. It says the Commission should reflect the ethnic balance of the Republic. We should seek to achieve that from the very beginning. It is my considered opinion that it is absolutely unfair to lock out an entire region like Rift Valley, with 25 per cent of the population of the Republic of Kenya, from being represented in this Commission. We are saying that it is important that this amendment be considered soberly by the House. We should not allow emotions to run high. I beg to support."
