The Committee says that she is qualified and she has worked for a number of years. At the end, they say she is not qualified. So, you are lost. Unless the Committee was motivated by other issues, which we do not know, this lady is more qualified than some of the people who are in the Report and, therefore, must be a member of the Commission."
