    "content": "Hon. Members, this Communication relates to a matter that was raised by the Member for Kiharu, Hon. Irungu Kang’ata, on the alleged implementation of regulations by the National Transport Safety Authority (NTSA). As I indicated yesterday, there is various ways by which the regulation-making authorities may deal with regulations soon after they are gazetted and, more particularly, the requirement by the Statutory Instruments Act for the tabling of those regulations or any other regulations in the House within seven days.
