"content": "Thank you, Hon. Speaker. Let me say that giving is very positive. Therefore, to that extent, I would not want to support a Bill that appears to criminalise the act of giving, particularly when it comes to the issues relating to medical fundraising. In my own opinion, I would advise the person who came up with this Bill to exempt what we call medical harambees . They are very touching. In my assessment, I do not think we have strong social insurance scheme to support all kinds of problems which affect our people. However, I belong to the school of thought that there is no country that can develop on the basis of harambees . I strongly believe that there is a tendency of those fundraisings creating what we call a neo-patrimonial state.
