    "content": "Thank you Hon. Speaker, Hon. Mutambu claims that I cannot give even Kshs10,000. He needs to be in my constituency, that is very injurious to my character. This Bill is in this House because it has come from the Senate. It is a Bill that was sponsored by Hon. Anyang-Nyong’o and it is in this House because the Senate cannot pass a law by themselves, all laws must come here. Since the Departmental Committee on Justice and Legal Affairs is the right place where this Bill is domiciled, we are the ones who have therefore brought it. Whether I agree with the contents or not, it must be moved. So, for people to arrogate the negatives in the Bill to my person is wrong. I am not the sponsor of this Bill. The sponsor of the Bill is Sen. Anyang’-Nyong’o. It is important that we debate with facts. Thank you."
