    "content": "Now, therefore, I will make a substantive ruling on the way forward tomorrow because this is new and unprecedented. However, I must express my satisfaction with the mood of the House. As your Speaker, my job is to listen to the mood of the House and ensure that it has been realised. I think that is what Sen. (Dr.) Khalwale called “the principle of the common sense”, which I know is not always common. I am extremely delighted that it has been common today. On that basis, of course, the mood of the House also means that the Speaker reads it correctly and reads necessary documentation including the liberal interpretation of Standing Order No.1. More importantly, it will also require Members to be available to discharge the responsibility that they have given themselves this afternoon. That might require a commitment of your time the whole of next week. Just be forewarned. I will give the details tomorrow."
