    "content": "On a point of order, Mr. Temporary Speaker, Sir. I wanted to propose and this would not apply to Sen. Orengo, given his work on this Bill and so on. I want to propose, given the time and the fact that we do want to get ahead with passing this Bill, we know Sen. Orengo has done a good job of negotiating this Bill and if he has read it, then we have also read it. I wanted to propose that we limit the contributions to a maximum of five minutes. Since I am going to be a contributor, I am proposing limitation of my own time so that we are able to make progress on it. Would I be in order to propose that?"
