In this era of devolution, we have the Constituencies Development Fund (CDF) and county government funds and we can address important issues in our society. It is high time we think of universal healthcare and free education. By doing that, we will wipe out issues of seeing people struggling to pay school fees and literally walking around like beggars with forms and cards to raise money for school fees or healthcare for their loved ones."
