Isaac Ruto moved the Motion appearing as Order No.8 on the Order Paper of that morning sitting. No sooner had the Question been proposed than the Member for Garsen, Mr. Danson Mungatana stood on a point of order claiming that the Motion was unconstitutional and, therefore, inadmissible and incompetent to be moved and debated by the House under our Standing Orders and the Constitution of Kenya."
