    "content": "Hon. Members, from the other point of view, the Minister for Nairobi Metropolitan Development, hon. Githae, argued that Parliament is supreme and that it had powers to make and unmake laws and that the Motion was not amending any law, but merely urging the Government to proceed and withdraw from the Rome Statute. Passage of the Motion would mean that the Government takes the necessary action. To him, to say that international law is part of our law does not mean that it is part of our Constitution."
