    "content": "Hon. Members, the new Constitution under Article 25 provides that the general rules of international law shall form part of the law of Kenya. Further, Article 26 provides that any treaty or convention ratified by Kenya shall form part of the law of Kenya under the Constitution. Kenya signed the Rome Statute of the International Criminal Court on 11th August, 1999 and subsequently ratified the Statute on 15th March, 2005. The Statute entered into force on 1st June, 2005. In accordance with the Constitution, therefore, the Rome Statute of International Criminal Court is part of the law of Kenya and has been specifically given legislative effect by the International Crimes Act, which was passed by this House in 2008, and came into force on 1st January, 2009."
