    "content": "Hon. Members, it is the role of the Chair to act as a neutral arbiter and to facilitate hon. Members, as far as lawfully possible to deliberate on matters affecting the people they represent in this House. The Chair should, therefore, be prepared to go to all reasonable lengths to accommodate and facilitate hon. Members to discharge their constitutional mandates. The functions of the Speaker are, of course, subject to the overriding requirement of fidelity to the Constitution and the laws of Kenya, which the Chair, like all other hon. Members, has sworn to uphold and defend."
