    "content": "Thank you, Hon. Temporary Deputy Chairlady. I want to put it on record that it is more important to be right than to be popular. We will come back to this House and all these Members saying no will still pass what I have just put before them. This is about popularity. So that some of you do not shout at me, let me move the amendment. Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 1 be amended by inserting the following words:- “and shall come into force upon publication.” As it has already been said, this Bill should be implemented immediately. If we do not make provision for it to come into force upon publication, it will take about 21 days before it comes into force."
