"content": "In the County Governments Budget Implementation Review Report for the first quarter of the financial year 2015/2016 from the Office of the Controller of Budget, it is reported that Nyeri County utilized the locally collected revenue at source in contravention of the law. The Controller of Budget during the first quarter of the financial year 2015/2016, authorized for withdrawal of a sum of Kshs545 million in to the operations account. However, the county spent Kshs615,143,048 which is Kshs70 million in excess of what the Controller of Budget had authorized."
